Developments


Positive economic growth has not yet translated into better labour market outcomes for Kosovo* which has high levels of unemployment and Europe’s poorest country in. More than half of the population of around 1.8 million is under 25 years of age. Approx. 60% of unemployed, are unskilled or have out-dated skills. The rising number of unemployed university-educated signals a mismatch between skills needs and education. Increasing the level and relevance of labour force skills and qualifications is a key challenge.

The VET system has undergone significant change recently, thanks to efforts aimed at improving skills policy design and implementation. VET is seen as a priority among government and education sectors alike. The Employment Agency takes on responsibility for labour market, employment and vocational training policies. Cooperation between VET and employment agencies will help to bridge the gap between labour market needs and education, support employability, competitiveness, lifelong learning and skills development. Work-based learning and the continued professional development (CPD) of VET teachers and trainers are high priority areas.

 

Priorities

• Increase cooperation between VET schools and businesses
• Develop a comprehensive strategic framework to address CPD
• Strengthen the capacity of the Agency of VET and Adult Education to shape the workforce with skills relevant to the labour market needs

 

ETF’s Role

• Support inter-ministerial committee monitoring the Skills Visions 2020, including a review of human resource development and VET national bodies
• Advice on implementation of Recognition of Prior Learning
•  Alignment to European Qualification Framework, and EQF Advisory Group participation
• Torino Process (identifying progress in work-based learning, quality assurance, access to VET and qualifications, key competencies and the professional development of teachers and trainers

• Facilitating stakeholder participation in regional networks, including peer-learning activities in employability, qualifications, quality assurance and CPD
• Support to the EU Delegation
