The 2012 ETF work programme in Kosovo builds on the continuous ETF support to harness the potential of Kosovo’s human capital through the reform of education, training and labour market systems in the context of the EU’s external relations policy. It responds to Kosovo-specific human capital development policy issues and challenges in ensuring the links between the relevance of education and training with sustainable national development priorities, responsive to labour market demands and aligned with key government priorities and pressing economic development goals. It reflects, at the same time, the priorities of the corporate ETF mid-term perspective (2010-2013), the findings of the 2010 ETF Torino Process analytical work in Kosovo and most importantly it is in line with the over-arching framework of Kosovo’s EU accession aspirations and challenges and strategic roadmap of the Kosovo Government for moving forward. By contributing to the implementation of the Kosovo Education Strategic Plan (KESP) 2011-2016) and the Kosovo Employment Strategy, ETF in Kosovo aims to provide support for further reform of the country’s system of vocational education and training in a lifelong perspective and for enhancing the contribution of VET to the country’s employment, competitiveness and social cohesion agendas. In 2012, ETF will continue to carry out analytical work and provide policy advice to Kosovo education, training and employment stakeholders and assist the European Commission by focusing on some of the key challenges raised in the Kosovo Torino Process 2010 and its update in 2012, the key challenges being: sector wide approach, teacher training, the National Qualifications Framework, school development, post-secondary vocational education and employment policies. More specifically, ETF has been asked to provide: capacity-building support for the National Qualifications Authority aiming to enhance its institutional capacities for sustained implementation of the qualifications system; policy advice on teachers’ professional development (pre –service and in service training) and know- how on the involvement of social partner organisations in VET policy design and implementation through the VET National Council. ETF’s support to the Kosovo Pedagogical Institute (KPI), as one of the key institutions under the Ministry of Education, Science and Technology (MEST) which generates analysis for informed policies, will focus on supporting KPI in conducting the drop-out survey in all the VET schools in 2012. ETF will continue to support the KPI in enhancing its capacity for action research and the creation of evidence to inform policy formulation, monitoring and evaluation. The ETF, through its advice to EC and local stakeholders, will continue supporting the implementation of the capacity-building plan for the employment services to improve the relevance of active labour market measures with special focus on youth. Kosovo will continue its participation in EU peer-learning activities and activities related to the ETF regional project 2012-2013 “ VET for Social Inclusion” aiming to map the role of VET policy and systems for combating social exclusion and for contributing to building more inclusive societies in the region of the Western Balkans and Turkey.
