Follow-up to the Torino Process (EBP)

The Torino Process has been launched by ETF in 2010, as the priority corporate initiative aiming at supporting partner countries towards evidence based policy making, orienting ETF planning and informing ETF’s recommendations to the European commission. It consists of as a participatory exercise to be repeated every two years in ETF partner countries, in order to assess VET systems and to review VET policy progress. 21 partner countries have participated in the Torino Process in 2010, and some country and regional analyses have been produced whose dissemination partly remains to be ensured. Following the first implementation round, the Torino Process has identified two main challenges that should be taken up in 2011: (i) how to maximize ownership of the partner countries over the process, in order to optimize the impact of the exercise on national policy making, (ii) how to increase the robustness of the analytical framework (in terms of comprehensiveness, terminology, expected evidence including statistical information, etc.) in order to ensure quality and reliability of the analysis. The Torino Process will have three specific objectives in 2011: (i) To finalize and disseminate the results of the Torino Process first round (2010); (ii) To refine Torino Process methodology (Content and approach) for improved buy-in from partner countries; (iii) To prepare the ground for the Torino Process second round (2012)
The general expected result for 2011 is for ETF and Partner countries to be well prepared for the second review process due to be implemented in 2012; this will be ensured through stepped specific expected results: Lessons learnt from the Torino Process 2010 are elaborated as guidance for future work. A revised concept and methodology is produced. The findings of the Torino Process 2010 are published and publicly presented. Ownership from the partner countries on the Process is increased for 2012 Colleagues are equipped to facilitate the Torino Process 2012.
Work will be organized around 5 main components: 1. Lessons learnt from the Torino Process 2010 (Objective 1 and 2) 2. Revision of the Torino process methodology (Objective 2) 3. Flagship publication (Objective 1) 4. Corporate Conference “Torino Process: learning from evidence” (Objective 1 et 2) 5. Preparation of Torino Process 2012 (Objective 3)
