Country Project Tajikistan

The Government of the Republic of Tajikistan has recently recognized that a well functioning vocational education and training (VET) system is an important element for economic development, social cohesion and political stability. Therefore, VET is now defined in terms of a human capital development strategy and seen as a driver for the benefit of the national economy. In 2010 a new ten-year education strategy has been developed with a comprehensive perspective of all the education sectors, including VET.
The ETF operations in the country will be built on two blocks where the first is to assist the government of Tajikistan in supporting policy development and capacity building in VET and the second one is supporting the European Commission in the framework of DCI projects and the Central Asia Education Initiative.
ETF work in 2011 in Tajikistan will focus on enhancing the relevance of VET/CVET in the overall education system. This focus will be translated in providing support to enhance the capacity to implement the education reform, by raising awareness on policy making based on evidence and by supporting the development of transversal skills like entrepreneurial skills, as a need resulted from findings of the Torino process; in providing assistance to the education and training reform implementation and qualifications development; in supporting to the delivery of EU assistance.
The initiatives implemented under the country project for Tajikistan are therefore related to the topics of evidence based policy development and entrepreneurial learning.
In addition to the country specific initiatives mentioned above, ETF will also be active in Tajikistan trough the following two multi-country actions:  School development towards flexible community learning centres (covering Tajikistan, Kyrgyzstan and Kazakhstan 2009-2011);  Matching vocational education supply and labour market demand in Central Asia (Linked to the Evidence-based Policy Pilot project covering Kazakhstan, Tajikistan and Kyrgyzstan 2011-2012).
ETF activities 2011 are in line with the goals of the European Education Initiative for Central Asia endorsed by the European Council in June 2007.
