ETF ready to continue working with Turkmenistan


On 24 to 29 November, ETF experts visited Turkmenistan to participate in an international education conference and to hold talks on future cooperation with Turkmen authorities.

During the conference under the title ‘Education, science, sport and tourism in the epoch of new revival’, ETF experts presented experience from EU countries in the field of education, and in particular good practice in training vocational teachers.

The event was organised jointly by the Turkmen Ministry of Education, the Academy of Sciences, the State Committee for Tourism and Sport and the Chamber of Commerce and Industry.

The ETF also discussed how to continue cooperation in vocational education and training with the Turkmen government. The ETF has been working in Turkmenistan since 2007, organising training and discussing education and labour market reforms.

Timo Kuusela, the ETF expert managing relations with Turkmenistan, met Turkmen officials and discussed future cooperation. He said that Turkmenistan’s participation in the Torino Process i.e., a policy review process supported by the ETF would be the best way to develop relations with the ETF.

‘We could work together with Turkmen authorities on developing evidence-based policies, on labour market reforms, and on youth issues’, said Mr Kuusela. ‘But it would be difficult to carry on without the Turkmen government’s engagement in the Torino Process. Now we are awaiting the government’s response and hope we can go on based on our proposals‘.

Until now, the ETF has organised several conferences in the country with the aim of upgrading the competences of local institutions in the field of education and the labour market. The work of the ETF prepared the ground for larger donor interventions and technical assistance programmes in education and training, which the EU will start implementing in 2011.

The ETF will publish a report on vocational education and labour market in Turkmenistan in early 2011. The report will be based on the research carried out by a local expert and ETF discussions with the national authorities.
