With the help of the ETF, Morocco is pressing ahead with its plans to put qualifications at the heart of human capital development efforts.

All the technical work to establish a national qualification framework (NQF) is completed and a testing phase is on-going. Next steps will be the definition of the institutional setting, like a qualifications agency, and the juridical basis. In parallel a study on the role of skills and qualifications in migration flows is expected by the end of the year and will contribute to inspire Euro-Moroccan projects under the Mobility Partnership agreement. Together with Tunisia, Egypt, Jordan, Italy, France and Spain common qualifications are being developed in the sectors of tourism and construction to allow for improved transparency and portability of qualifications.

As a result of this series of initiatives on qualifications opportunities for individual mobility and personal development and satisfaction of labour market needs should be improved.

ETF is also active to enhance governance of the Vocational Education and Training (VET) system at various levels. A support has been given to the elaboration of the first ever global strategy for VET development, which will be launched soon. Social partners such as the Union of employers and the Trade unions participate in our activities to reinforce their role in policy analysis as valid interlocutors of the government. The Torino Process analysis on the impact of VET reforms comes from a collective exercise where all public and private stakeholders have shared ideas to improve the system.

In the region of Tanger-Tétouan a new project will be launched in 2013 to reinforce multilevel governance in VET at horizontal regional level and vis-à-vis the central level. Proximity to the needs of the labour market should help relevance and quality of VET for improved youth employability and regional development.

ETF works in Morocco in full collaboration with the European Delegation and in line with EU priorities.
