Developments


The EU candidate country has a service-oriented economy with a young workforce, and relatively low employment rates, approximately 50% for 15-64 year-olds. The workforce is relatively low-skilled and sizeable gender gaps exist.
Vocational education and training is an attractive choice, with two in three upper secondary students participating in vocational programmes in 2015. VET system reform is underway through the Vocational Education and Training Development Strategy 2015–2020, which places a focus on high-quality and efficient VET, relevant to labour market needs; equal opportunities for acquiring qualifications to ensure employability and social inclusion; lifelong learning and mobility. Significant achievements in the qualifications framework have also been made. The National Strategy for Employment and Human Resources Development 2012–2015 also provides a strategic framework for employment policy.

Priorities


• Improve initial and continuing training for teachers, trainers, mentors and counsellors, in line with an overall objective to improve quality in VET
• Develop NQFs, review qualifications for priority sectors in the economy and systematically introduce lifelong learning
• Ensure policy measures to increase the employment rate of the Montenegrin population

 

ETF’s role


• The ETF will support Montenegro to monitor its progress towards the achievement of progress in work-based learning
• Support to the Directorate for Development of SMEs (Ministry of Economy) to improve implementation and inter-institutional cooperation of lifelong learning strategy
• Improving the continual professional development of VET teachers and trainers
• Ongoing support to the European Commission and EU Delegations via expertise input to bilateral policy dialogue
