Experts in human resource development and foresight methodology

The ETF is launching the preparation phase of a new IPA project with the objective to developing a foresight methodology. The result of this project will be an operational and detailed guide on how to implement the foresight methodology.

To support the implementation of the project, the ETF has launched a selection of 3 international and 8 national experts with the following profiles:

2 senior international experts in human resource development policies (HRD).
Profile required: in depth knowledge and expertise as researcher and policy consultant in the field of HRD, specifically in education and training policies in a LLL perspective, labour market policy, social inclusion; practical experience in developing and designing future oriented HRD strategies, anticipation of future skills needs, strategy planning.
 
1 senior international expert in foresight methodology.
Profile required: expertise in research and design of foresight methodologies and strategy planning and policy advice(with experience in social issues preferably in HRD); practical experience in implementing foresight methodologies preferably in the area of HRD.
 
7 national experts on HRD policies from Albania, Bosnia and Herzegovina, former Yugoslav Republic of Macedonia, Kosovo, Montenegro, Serbia and Turkey (one expert per country).
Profile required: in depth knowledge of national HRD strategies, with expertise in education and training in a LLL perspective, labour market policy, social inclusion, regional development; in depth knowledge of national policies and institutional set up; (preferably) previous involvement in foresight projects, national strategy development.

Senior international and national experts will work in close collaboration, therefore the working language for the experts’ network will be English, and all papers will be produced in English.

Time frame: the activities will start in September 2012 and foreseen date for completion is June 2013.
