Study visit to Morocco on initial and continuous VET systems, Project Social partnership in Vocational Education and Training (VET) in the Southern and Eastern Mediterranean region

The aim of the study visit is to explore and discuss how Moroccan Social partners - employer organizations and trade unions – are working in the wider institutional framework of VET policies with particular emphasis on their strategic role in the Continuous Vocational Training (CVT) sector.
The visit will focus on the role of Moroccan social partners as concerns 1) bipartite cooperation between themselves when dealing with Vocational Training, 2) tripartite dialogue with Government representatives and 3) practical implications in the daily business of their institutions.
The visit will allow understanding the functioning of the VET system in Morocco, in particular the importance of the economic sector approach. Exchanges with sectoral organisations from the construction, tourism and textile sectors will be organised. Functioning and delegation of management of VET to CGEM will be explored as well as the role of social partners in apprenticeship scheme. Special attention will be put on recognition of prior learning and the role of sector advisory training bodies (GIAC) managed by employers federations in identifying employer’s needs. The role of social partners in financial mechanisms will be explored as well.
Discussions will be facilitated by ETF experts with daily wrap up sessions. Participants will be asked to draw conclusions and prepare dissemination activities to share outcomes of the visit with their institutions when back in their home countries.
