Torino Process to support Kosovan Vocational Education and Training


Over 100 participants attended the validation workshop of Kosovo Torino process Review and Education-Business Cooperation Study. ETF Director, Madlen Serban, Kosovo’s Minister of Education, Enver Hoxhaj, and Minister of Trade & Industry, Lutzi Zharku, opened the meeting.
All participants agreed that the
Torino Process was an excellent exercise and the only one carried out in the country so far that is assisting both the government and donor community.
Now stakeholders are looking at building on this exercise to develop a long term vision for 2020 for the Vocational Education and Training sector inspired by the Education and Training 2020 strategic framework of the EU.

Participants included two Ministers (Education and Trade & Industry), Deputy Minister (Labour), Director of SME Agency, Head of Operations of the EC Liaison Office, , Members of the Education Committee of Kosovo Parliament, other ministries:
Ministry of Finance and Economy, Ministry of Youth, Ministry of Health, Ministry of Public Administration; ministry of European Integration, all the agencies of Ministry of Education, Council of VET, social partners, education and training providers, all donors in education, training and employment sector, all the donor funded implementing agencies in the education, training and employment sector, municipal education directorates and inspectors, VET school directors, VET teachers and students, Kosovo Youth network, minority and women NGOs and business associations.

The European Commission and Kosovo Government asked ETF to further continue the in depth analysis in the education and training sector in the coming years and in 2011 to facilitate and support the joint initiative of Kosovo Government and EC Delegation to develop the Kosovo 2020 Education and Training Manifesto (Kosovo Education and Training Strategy based on the EU 2020 framework).
The event had a wide publicity on the main press, TV and on the Government’s media.
