The ETF is seeking to set up a reserve list of
Human capital development policy specialists - Entrepreneurship skills development
Contract: Temporary Agent, function group AD, grade 7. Contract duration: 3 years (subject to a probation period of 6 months).
The ETF is an EU agency whose mission is to help transition and developing countries to harness the potential of their human resources through the reform of education, training and labour market systems in the context of the EU's external relations policy. We base our work on the conviction that human resources development in a lifelong learning perspective can make a fundamental contribution to increasing prosperity, creating sustainable growth and encouraging social inclusion in transition economies.

The posts will be offered within the Operations Department, which is responsible for developing and delivering ETF’s support for human capital development in partner countries as part of the European Union’s external relations policy.
ETF Operations primarily deal with the regions covered by the three EU instruments: Instrument for Pre-Accession, European Neighbourhood and Partnership Instrument and Development Cooperation Instrument. The activities of the Department in each region are shaped by the human capital development (HCD) needs of each country, the priorities of the EU as established through partnership agreements or other relevant policies, and the methodologies for international aid.
The department currently has some 60 staff, of which 40 are human capital development specialists.
The Operations Department is organised around a team-based approach to deliver its regional, country and project activities. Consequently the department gives high value to teamwork. According to their specific field of specialisation and competences and the evolving portfolio of the organisation, specialists may be asked to lead and/or work within country and/or project teams.
With increasing interest in the role and contribution of entrepreneurship education and training, including wider enterprise-based skills development issues, the ETF is seeking to recruit specialists in the field of entrepreneurship skills development with particular knowledge and expertise on policies and programmes related to training for SMEs (start-ups and growth enterprises).
The job is a high visibility one that would give the opportunity to work with a wide range of policy makers from the public and private sector, practitioners and international institutions working directly in the field of labour market reform, employment promotion, education and training development as well as the human capital contexts of small and medium enterprises.
The job requires co-operation and partnership building across a range of stakeholder groups who are more broadly concerned with issues of competitiveness, employability and social cohesion to ensure that they are fully engaged with the wider human capital development areas.
Reporting to a Deputy Head of Operations Department, the successful candidate(s) will be responsible for contributing specific knowledge and expertise in the field of education and training for entrepreneurship, including developments in one or more of the following functional areas:
- Provide relevant national and international stakeholder groups engaged in HCD, information, policy analyses and advice on entrepreneurship skills development in partner countries including the wider skills development (management and trade skills) within the enterprise environment;
- Build capacity among relevant stakeholders in partner countries in establishing public-private partnerships as a important foundation for developing life-long entrepreneurial learning;
- Facilitate the exchange of information and experience among donors engaged in human capital reform in partner countries as well as to promote better engagement of the private sector within ETF’s developments in entrepreneurial learning;
- Supporting the delivery of Community assistance to partner countries in the field of human capital development. This includes support the delivery of EU assistance to partner countries in the framework of the EU project cycle: programming, identification, appraisal, follow-up, evaluation and impact assessment. In addition, it also includes the provision to EU institutions of specific human capital development analyses and assessments of employment policies in partner countries and input to regular Commission reporting on the partner countries;
- Disseminate information and encourage networking and exchange of experience and good practice among partner country policy makers and practitioners on in the area of entrepreneurial learning ensuring exchange on policy and know-how, in partnership with other multilateral organisations (e.g. European Commission, OECD, EIB, EBRD).
According to evolving strategic priorities, developments in EU external relations policies and the needs of partner countries, the successful candidate will:
Finally, specialists will be required to ensure sound implementation of procurement, administrative and financial procedures, in line with the legal and financial regulations applied at ETF.
- Lead, or be a member of a country team responsible for developing ETF’s country strategy and for ensuring synergy in ETF’s country work by co-ordinating and delivering the above functions in a specific partner country;
- Lead or be a member of a project team responsible for developing ETF’s HCD policy knowledge and methodologies as a basis for improving the delivery of the above functions, with particular reference to enterprise skills; .
- Contribute to the identification of evolving needs for enterprise-based human capital reform in partner countries/ or a specific thematic field, including priorities and good practice on which to base ETF's programmes and actions as well as OPS department organisational strategies;
- Support knowledge management in the ETF through sharing of relevant knowledge and information through participating in internal events and contributing to knowledge management systems;
- Take part in ETF presentations to EU institutions regarding the achievements, lessons learned in relevant ETF projects and countries;
- Promote ETF as a centre of expertise through publication of articles and reports or participation in conferences and workshops on human capital development issues in the partner countries.
To be considered eligible, applicants must satisfy the following requirements by the closing date for the submission of applications:
1. Be a national of an EU Member State or an ETF Partner Country or Territory1;
2. Enjoy full rights as a citizen;
3. Have fulfilled any obligations imposed by law concerning military service;
4. Be physically fit to perform the duties linked to the post;
5. Have a level of education which corresponds to completed university studies of at least four years attested by a diploma, followed by at least six years of appropriate professional experience;

6. Have a thorough knowledge of one of the languages of the Communities and satisfactory knowledge of another language of the Communities to the extent necessary for the performance of the duties.
In addition to a university degree, candidates must have at least 6 years professional experience in the field of education and training for entrepreneurship and/or related enterprise human capital developments.
Candidates must have experience in more then one of the following fields:
The candidate will have to prove experience in cooperation/networking with national and international partners.
- Analysis of policies in the area of entrepreneurship education and training and/or enterprise skills policies with particular reference to employability, competitiveness and social cohesion and where comparative assessment by way of multi-country initiatives and policy recommendations have featured in the candidates portfolio;
- Developing and/or implementing enterprise HRD policy solutions, at national, local or enterprise level including the design (in particular by way of systematic training needs analysis) and delivery of training programmes to SMEs in particular drawn from transition, middle income or EU Objective 1 or 2 regions;
- Monitoring, evaluation and impact assessment of either entrepreneurship education and training policies or enterprise HRD policies and programmes.
Required technical competences
- Capacity demonstrated by evidence of national policy analysis on entrepreneurship education and training policy or policies targeting enterprise skills. Evidence for this technical competence (policy capacity) will be demonstrated by published reports, professional articles or scientific writing;
- Excellent2 business writing, presentation, and public speaking skills in English;
- Good general knowledge of European integration and the institutions.
Required core competences
- Good communication and negotiation skills;
- Developed analysis, synthesis and problem solving skills;
- Capacity to integrate and work effectively in an international and multi-cultural environment;
- Good team working skills with a capacity to share knowledge effectively.
- Post-graduate specialisation in human capital development issues;
- At least 5 years work experience in the private sector related to human resource development issues;
- Extensive work experience with the private-private partnerships;
- Experience of working in education and training in developing countries or countries in transition;
- In-depth knowledge and direct experience with EU/EEA policy developments on entrepreneurship education and training and wider enterprise HRD policies;
- Knowledge in Project Cycle Management and/or Sector Wide Approach;
- Good knowledge3 of French and/or Russian and/or Arabic.
The selection procedure will be carried out in three phases.
First phase – Screening of eligibility and selection criteria.
Eligibility of candidates will be firstly assessed according to compliance with the eligibility criteria.
The selection assessment board will then consider the competences of eligible applicants on the basis of the CV provided and invite the most suitable candidates to the second phase.
Candidates selected for the second phase will be notified via email.
Second phase – Assessment Centre
Selected candidates will be invited to an Assessment Centre, run by external consultants, that will take place in the last week of May 2009.
Third phase – Interviews
Candidates short-listed after the assessment centre phase will then be called for an interview with the selection assessment board.
Interviews are expected to take place in the last week of May 2009 and will be held in English.
Candidates will also be asked to undergo written tests. The written tests shall consist of the following components:
- general aptitudes and language skills to the extent necessary for the performance of the duties linked to the post;
- specific competences according to the profile referred to in the vacancy;
- knowledge of the European integration and the institution.
The selection assessment board’s work and deliberations are strictly confidential and any contact with the board members is strictly forbidden.
Upon completion of the assessment phases, a reserve list of the most suitable candidates will be proposed to the Director by the selection assessment board. The Director will decide on the establishment of the list.
This reserve list will be valid up to 12 months from the date of the establishment of the list and its duration may be modified by decision of the Director.
Inclusion on the reserve list does not guarantee recruitment. When an expert position becomes vacant, the Director may choose to offer a contract of employment to a successful candidate from the established reserve list.
The contract that may be offered to successful candidate(s) is a Temporary Agent contract at AD 7 level with a duration of three years, subject to a probation period of six months.
Temporary Agent contracts are in accordance with article 2(a) of the Conditions of Employment of Other Servants of the European Communities. Under this type of contract, the employee is bound by the Conditions of Employment of Other Servants of the European Communities as well as the relevant Implementing Rules.
Prior to contract signature, the successful candidate(s) will be asked:
- to provide original or certified copies of all relevant documents proving his/her eligibility, including an extract from his/her national police file;
- to undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved.

The basic monthly salary of a Temporary Agent in the first step of AD 7 grade is approximately EUR 5.364,00 before any deductions or allowances.
Remuneration will be based on the Community scale of salaries. Pay is subject to Community tax and other deductions laid down in the Staff Regulations. Remuneration is, however, exempt from any national taxation.
In addition to the basic salary, staff members may be entitled to various allowances, in particular family allowances, expatriation allowance (4% or 16% of basic salary and, if applicable, of household and dependent child allowances).
