Seconded National Experts (SNE) within the Planning, Monitoring and Evaluation Unit

The unit

The secondment will be offered within the Planning, Monitoring and Evaluation (PME) Unit which reports directly to the Director. The unit works along the lines of activity below.

Contributes to ETF’s strategic planning process by co-ordinating the institution’s dialogue with its main stakeholder, the European Commission.
Prepares the ETF’s main statutory planning and reporting documents: three-year Medium-Term Perspective; annual work programme; and annual activity report.
Is responsible for monitoring and evaluating operational activities to measure the achievement of ETF objectives. PME is also in charge of the preparation and distribution of Progress quarterly reports.
Contributes to the enhancement of the ETF's capacity to manage its performance, effectiveness and efficiency by coordinating the implementation of the Internal Control Standards, activities related to risk management, ex-post audits and liaison with the Internal Audit Service of the European Commission.
Manages the ETF’s Governing Board to ensure the discharge of its statutory obligations and its active contribution to the work of the ETF.
Is in charge of a multiannual project to facilitate the exchanges of information and experiences among donors on HRD issues in partner countries1.

Job profile


Reporting to the Head of the Planning, Monitoring and Evaluation Unit, the successful candidate(s) will contribute to the following areas:
Monitoring of the institution’s performance;
Monitoring and evaluation at project and country level.

Key accountabilities

The successful candidate(s) will:

Provide support under the supervision of the Monitoring and Evaluation Officer to the following activities:
o Internal ex-ante evaluation of project implementation plans. PME Unit provides support to the different Units when drafting these documents;
o Internal monitoring of project progress during its implementation and reporting to management for eventual decision-making;
o Evaluation of selected projects upon completion of their activities (through external evaluators);
o External evaluation of ETF, organized by the European Commission every three years.
Support other Monitoring and Evaluation activities at the ETF;
Organise and present information to a variety of audiences including drafting and reviewing correspondence and documents, providing feedback to the Monitoring and Evaluation Officer/Line Manager in the form of analytical reports and reviews;
Support evaluation projects managed and/or implemented by the ETF Operations Department in the partner countries (for the EC).

Eligibility criteria

To qualify for secondment to the ETF, candidates must satisfy the following requirements:

1. have at least three years' full-time experience of administrative, scientific, technical, advisory or supervisory functions;
2. have worked for their employer on a contract basis for at least 12 months before the secondment;
3. have a thorough knowledge of one of the Community languages and a satisfactory knowledge of another Community language to the extent necessary for the performance of his/her duties.

Selection criteria

Candidates must have:
Have a level of education which corresponds to completed university studies of at least three years, attested by a diploma, in an area relevant to ETF’s activities;
Good understanding of the EU external relations policy instruments;
At least 6 years of professional experience (following the award of the university degree), out of which preferably 3 years in monitoring and evaluation, or project management.

Required technical competences

Knowledge of Monitoring and Evaluation methodologies, preferably international (e.g. DAC2and/or European Commission standards and methodologies;
Knowledge and/or experience in project cycle management and logframe approach3
Relationship management skills, in particular ability to understand and analyse stakeholders’ needs and to adapt product and communications to their expectations;
Very good knowledge4of English.

Required core competences

Good communication skills;
Very good analysis, synthesis and problem solving skills;
Good service orientation skills;
Capacity to integrate and work effectively in an international and multi-cultural environment;
Good team working skills with a capacity to share knowledge effectively.


Specialised studies and/or training in Monitoring and Evaluation;
Specific knowledge of and/or experience in education and training and labour market related issues within a lifelong learning perspective;
Good knowledge5of French.

The status of the Seconded National Experts (SNE) and the secondment’s conditions

For the ETF it is highly desirable to foster the exchange of professional experience in, and knowledge of, education and training systems contributing to the development of human capital by temporarily assigning experts to the ETF. Seconded national experts (SNE) should enable the ETF to benefit from the high level of their professional knowledge and experience. .

The SNEs shall remain in the service of their employer throughout the period of secondment. The SNE’s employer shall continue to pay his/her salary, to maintain his/her administrative status throughout the period of secondment and to inform the ETF of any change in the SNE's situation in this regard.

The SNE's employer shall also continue to be responsible for all his/her social rights, particularly social security and pension. The termination of or change in the SNE's contractual status may lead to the termination of his/her secondment by the ETF.

An SNE may be entitled, throughout the period of secondment, to subsistence allowances depending on his/her personal situation and according to article 16 of the “Rules on the secondment of national experts and national experts in professional training to the European Training Foundation”.

The initial period of secondment will be one year and may be renewed.

The agreement on secondment is not an employment and does not lead to subsequent employment at the ETF.
The place of secondment is Turin, Italy.

Selection procedure

The selection procedure will be carried out in two phases.

First phase – Screening of eligibility and selection criteria.
Eligibility of candidates will be firstly assessed according to compliance with the eligibility criteria.
The selection assessment board will then consider the competences of eligible applicants on the basis of the CV provided and invite the most suitable candidates to the second phase.
Candidates selected for the second phase will be notified via email.
Within 10 working days of receipt of the invitation, candidates should provide the ETF HR Unit with a declaration of the employer supporting the secondment and certifying that the employer will comply with the Rules governing the secondment of National Experts to the ETF.
Confirmation of invitations is subject to receipt of the above declaration.

Second phase – Interviews
Interviews are expected to take place in the second half of October 2009 and will be held mainly in English.

Candidates invited for the interview phase will also be asked to undergo a written test. The written test shall consist of the following components:
- general aptitudes and language skills to the extent necessary for the performance of the duties linked to the post;
- specific competences according to the profile referred to in the vacancy.

The selection assessment board’s work and deliberations are strictly confidential and any contact with the board members is strictly forbidden.

Upon completion of the assessment phase, a reserve list of the most suitable candidates will be proposed to the Director by the selection assessment board. The Director will decide on the establishment of the list.

This reserve list will be valid up to 12 months from the date of the establishment of the list and its duration may be modified by decision of the Director.

Inclusion on the reserve list does not guarantee secondment.
