The ETF (European Training Foundation) is seeking to recruit for its External Communication Unit a Web Editor.

Job profile (summary)

To contribute to the management and maintenance of the corporate website, the intranet, and the design and implementation of any other multimedia production, in co-operation with the rest of the External Communication Unit and the ETF software development and IT services.

Suitable candidates must have experience in web design, web usability, multimedia production, and writing for the web. They must be service-oriented in order to provide support to the other ETF departments, with special reference to the Operations Department and translate their needs into detailed specifications for web and multimedia projects, provide such specifications to the IT services and follow their implementation.

Minimum net monthly salary shall be at least € 2,700.

The department

The External Communication Unit is composed by about 10 staff. It manages the production of printed publications and audio-visual products, organisation of ETF events and visits, relations with the media, and maintenance and development of the corporate website and Intranet. It is also in charge of the corporate identity and its declination through different media.

Key accountabilities

Reporting to the Head of External Communication Unit, the successful candidate will be responsible for contributing to:
§ Website and intranet policy, design, content
Implementing the ETF web and intranet policy in close co-operation with staff of other departments.
Making and keeping the website and intranet fresh, innovative and interactive. This includes researching and structuring online content, developing look and feel of the site, designing pages, placing and developing topics, applying corporate identity, uploading documents, managing workflow, assessing internal and external needs, performance and use and providing quality assurance.
§ Supporting the Operations Department in its web and multimedia initiatives
Advice to the Operations Department on web concepts for specific projects, review of concepts, support to the implementation, management and development of specific web site areas, with a view to supporting knowledge sharing among the ETF staff and external experts and the development of the ETF’s recognition as a centre of expertise.
§ Drafting of texts and development of content for the website and Intranet
Development of content and drafting of texts for the website and the intranet, including designing new sections and pages according to the emerging needs.
Copywriting, editing and final editing of texts for the website and Intranet.

Selection criteria

Candidates must have at least 3 years of relevant professional experience in the field of communication, including at least one year in web communication.

Required technical competencies
§ Experience in the content management of internet websites and/or intranets and in their internal management, using web project management techniques, usability methods, and information architecture concepts and tools;
§ Experience in creative writing as well as visual editing skills;
§ Proven ability to develop websites as customer-oriented, user-friendly, participatory and innovative instruments for strengthening the relations of an organisation with its publics;
§ Proven ability to maintain and review standards and concepts as well as to develop action plans for Internet activities in line with the organisational strategy;
§ Knowledge of up-to-date online publishing and related technologies and solution options;
§ Good IT user skills, including the capacity to train people on the use of websites;
§ Very good knowledge1 of English, including writing skills;
§ Good general knowledge of the European Union and its Institutions.

Required core competences
§ Good inter-personal and service orientation skills;
§ Good communication and negotiation skills, in particular corporate communication skills, including capacity to train and motivate people to the extensive use of Internet tools;
§ Analysis, synthesis and problem solving skills;
§ Capacity to integrate and work effectively in an international and multi-cultural environment;
§ Good team working skills with a capacity to share knowledge effectively.

§ Experience with content management systems and document life cycle management;
§ Understanding of ETF core activities;
§ Familiarity with Lotus Notes;
§ Basic knowledge2 of one or more of the following languages: French, German, Italian, Arabic or Russian;
§ Basic project management skills.

Eligibility criteria

To be considered eligible, applicants must satisfy the following requirements by the closing date for the submission of applications:
1. Be a national of an EU Member State;
2. Enjoy full rights as a citizen;
3. Have fulfilled any obligations imposed by law concerning military service;
4. Be physically fit to perform the duties linked to the post;
5. Have a level of education which corresponds to completed university studies of at least three years and appropriate professional experience of at least one year;
6. Have a thorough knowledge of one of the languages of the Communities and satisfactory knowledge of another language of the Communities to the extent necessary for the performance of the duties.

Contractual conditions

The ETF is calling for applications to fill a temporary position. The successful candidate will be offered a Contract Agent contract, subject to a probation period of 9 months, for a one-year period, according to article 3(a) of the Conditions of Employment of Other Servants of the European Communities.
The minimum net salary of a Contract Agent Function Group IV amounts to € 2,700, and can vary depending on the years of relevant professional experience.
The salary is not subject to national taxation.

Selection procedure

Eligibility of candidates will be firstly assessed according to compliance with all eligibility criteria by the closing date for the submission of applications. The Recruitment Assessment Board will assess the competences and skills of all applicants and will invite for an interview the most suitable candidates.

Interviews are expected to take place in the first half of June 2007 and will be held in English.
Candidates invited for an interview will be asked to undergo a practical test and a multiple choice test on the EU Institution knowledge as well as on reasoning and verbal skills.
Please note that the recruitment assessment board’s work and deliberations are strictly confidential and that any contact with the board members is strictly forbidden.
Upon completion of the interviews and tests, a reserve list of the most suitable candidates will be proposed by the Recruitment Assessment Board to the Director. The successful candidate will be appointed by the Director.
References will be checked.
Prior to contract signature, the successful candidate will be asked:
- to provide original or certified copies of all relevant documents proving his/her eligibility, including an extract from his/her national police file;
- to undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved.
