Human Capital Development Policy Specialists on Enterprise skills development

The vacancy is within the Operations Department, which is responsible for developing and delivering the ETF’s support for Human Capital Development (HCD) in the ETF partner countries1.
ETF Operations primarily cover three EU instruments:
- The Pre-Accession Instrument
- The European Neighbourhood and Partnership Instrument
- The Development Co-operation Instrument
The activities of the department within each of these EU instruments are driven by:
- The HCD needs of the country
- The priorities of the EU as established through partnership agreements or other relevant policies
- The methodologies of international aid, and in particular the EU approach project cycle management
The department currently employs approximately 70 staff, of which 40 are HCD specialists. The department is organised around teams who are region, country and project focused, which is why teamwork is so important to the department and the ETF.
Depending on their specific skills and experience and the ever-evolving portfolio of the organisation, specialists may be asked to lead and/or work within different country and project teams.
The Job Profile
The job profile involves policy dialogue, guidance and development work via the implementation of a policy learning approach in different ETF partner regions and where ETF intends to better engage with the enterprise sector as a crucial partner in lifelong learning promotion.
The job will consist of managing or contributing to ETF’s inputs to one or more of its partner countries and it also will include involvement in the development of ETF’s policy or thematic expertise.
Reporting to a Deputy Head of Operations Department, the candidate’s remit will focus on the following areas:
Policy analysis, policy guidance and capacity development in the field of enterprise skills (in particular for small and medium sized enterprises)
- To undertake systematic assessments of enterprise skills in ETF partner countries, involving close coordination with enterprise support organisations, research bodies and relevant national institutions (e.g. economy and education ministries, SME agencies, national competitiveness bodies);
- To contribute to the provision of policy analysis, policy guidance and capacity development in the area of enterprise skills to partner countries and where requested, to Commission services through an integrated programme of missions, studies and events in line with partner country, EU and ETF priorities as a member of an ETF country or project team, including customised programming support to partner countries in the human capital concerns for enterprise competitiveness, entrepreneurship and employability;
Networking and sharing knowledge
- In cooperation with other ETF staff, to establish and facilitate effective interfaces between the world of enterprise and education to foster a more direct contribution of national learning systems to the competitiveness agenda;
- To establish networks comprising private sector organisations from ETF partner countries with a view to building awareness and understanding of potential of skills promotion on enterprise performance;
- To build relationships with counterparts active in promoting enterprise skills in EU member countries, European Commission and other international organisations and to determine opportunities and efficiencies for synergy;
- To promote the exchange of information and good practice to improve enterprise skills development and entrepreneurship education and training;
Raising ETF profile
- To advise ETF line management, thematic experts and country-based teams on appropriate intelligence and actions for ensuring a more developed, evidence-based policy promotion in ETF partner regions and where the enterprise sector features as a key pillar in all developments;
- To raise the profile of ETF’s enterprise sector expertise with European Commission, international organisations and partner countries by actively contributing to high-profile conferences, seminars and publications sharing achievements and lessons learned in relevant ETF projects and countries;
- To propose initiatives for ETF and other partners to promote enterprise skills in areas where the European Union has particular policy concerns e.g. women’s enterprises, micro-enterprise development, digital skills for SMEs, growth enterprises;
ETF strategic development
- To contribute to the development of thematic knowledge and methodologies in the field of enterprise skills and ensures that ETF expertise and knowledge is developed shared across ETF teams by way of mentoring and in-house knowledge-sharing events;
- To take responsibility for developing ETF country (or thematic) strategies with particular regard to activities related to enterprise skills.
Finally, the job holder will be required to ensure sound implementation of procurement, administrative and financial procedures, in line with the legal and financial regulations applied at ETF.
To be eligible, applicants must satisfy the following requirements by the closing date for the submission of applications:
1. Be a national of an EU Member State, or an ETF Partner Country or Territory2;
2. Enjoy full rights as a citizen;
3. Have fulfilled any obligations of military service as required by national law;
4. Be physically fit to perform the duties of the position;
5. Have a level of education which corresponds to completed university studies of at least four years attested by a diploma, followed by at least six years of appropriate professional experience;
orhave a level of education which corresponds to completed university studies of at least three years attested by a diploma, followed by at least seven years of appropriate professional experience;
orwhere justified in the interests of the service, professional training3 of an equivalent level, in a domain relevant to the activities of the ETF and, after having completed the professional training, at least the professional experience indicated in the table below:

6. Have a thorough knowledge in one of the languages of the Community countries and have a satisfactory knowledge of another, to the extent that they can communicate well enough to perform their duties.
In addition to a university degree, candidates must have at least 6 years professional experience in the field of enterprise skills.
Candidates must have experience in more than one of the following fields:
- Developing and/or implementing sector-based enterprise HRD policy solutions including the design (in particular by way of systematic training needs analysis) and delivery of training programmes to SMEs, in particular drawn from transition and/or middle income countries;
- Developing national or local enterprise HRD strategies, involving public and private education and training providers, as part of a broader economic and competitiveness drive;
- Enterprise-based skills promotion with particular reference to enterprise strategy, skills analysis, training design, delivery and evaluation;
- Monitoring, evaluation and impact assessment of either entrepreneurship education and training policies or enterprise HRD policies and programmes.
The candidate will have proven experience in cooperation/networking with national and international partners.
REQUIRED CORE COMPETENCES

- Very good communication and negotiation skills;
- Very good adapting skills – i.e. ability to adapt programmes and views proposing ways to meet context needs and to work well in situations that require openness to different ideas and experiences. Ability to manage different situations and/or problems with an open approach;
- Highly developed organising and executing skills – i.e. ability to design and implement suitable solutions, to achieve tangible results whilst fulfilling commitments (deadlines, budgets, objectives etc) and respecting high standards of performance;
- Very good team working skills – i.e. ability to establish and maintain excellent working relations at all levels in the multicultural context of ETF both at team and individual levels. Ability to share within a group a common goal and the responsibility for achieving it as well as capacity to share knowledge effectively.
REQUIRED TECHNICAL COMPETENCES
- Capacity demonstrated by evidence of policy guidance and analysis on enterprise skills. Evidence for this technical competence will be demonstrated by previous assignments and their outcomes;
- Excellent4 writing, presentation, and public speaking skills in English. Evidence for this will be demonstrated by reports, professional articles or scientific writing5;
- Highly developed project management skills;
- A solid understanding of relevant EU enterprise, entrepreneurship, education and employment policies and approaches;
- Good general knowledge on EU external relations policies related to ETF partner regions as well as European institutions.
- Post-graduate specialisation in human capital development issues;
- At least 5 years work experience in the private sector related to human resource development issues;
- Extensive work experience with the public-private partnerships;
- Good knowledge6 of French and/or Russian and/or Arabic.
The selection procedure will be carried out in two phases:
Phase 1 – screening of eligibility and selection criteria
- Candidates will be assessed according to compliance with the eligibility criteria.
- The selection assessment board will then consider the technical competences of eligible applicants on the basis of the CV and of a report, professional article or scientific writing provided and invite the most suitable candidates to the second phase.
- Candidates selected for the second phase will be notified via email.
Phase 2 – interviews and tests
Upon completion of the assessment phase, a reserve list of the most suitable candidates will be proposed to the Director by the selection assessment board. The Director will then decide on the establishment of the list and on the appointment of the successful candidate.
- Candidates short-listed will then be called for an interview with the selection assessment board.
- Interviews are expected to take place between June and July 2010 and will be held in English.
- Candidates will also be asked to undergo a series of written tests. The written tests will cover the following areas:
- General aptitude and language skills to the extent necessary for the performance of the duties linked to the post;
- Specific competences according to the profile required for the vacancy;
- Knowledge of the European integration and the institutions.
This reserve list will be valid for up to twelve months from the date of the establishment of the list and its duration may be modified by decision of the Director.
Inclusion on the reserve list does not guarantee recruitment.
When a Human Capital Development Policy Specialists on Enterprise skills developmentposition becomes vacant, the Director may choose to offer a contract of employment to a candidate from the established reserve list.

The contract that may be offered to the successful candidate is a Temporary Agent three-year contract, function group AD, grade 7, subject to a probation period of six months.
Temporary Agent contracts are in accordance with article 2(a) of the Conditions of Employment of Other Servants of the European Communities.
Under this type of contract, the employee is bound by the Conditions of Employment of Other Servants (CEOS) of the European Communities as well as the relevant Implementing Rules. The contract might be extended according to article 8 of the CEOS.
ETF will be bound to the contract offered only in case the successful candidate(s), prior to the contract signature, will have:
- provided original or certified copies of all relevant documents proving his/her eligibility, including a clean police report;
- undergone a compulsory medical examination that has established he/she meets the standard of physical fitness necessary to perform the duties involved.

- The basic monthly salary of a Temporary Agent Function Group AD, grade 7 is approximately EUR 5,400 before any deductions or allowances.
- Remuneration will be based on the Community scale of salaries. Pay is subject to Community tax and other deductions laid down in the Staff Regulations. Remuneration is, however, exempt from any national taxation.
- In addition to the basic salary, staff members may be entitled to various allowances, in particular family allowances, expatriation allowance (4% or 16% of basic salary) and, if applicable, of household and dependent child allowances.

- Professional training is the process of completing courses in preparation for an occupation or profession. It is about training measures or activity which has as its primary objective, the acquisition of new competencies or the development and improvement of existing ones and which is financed at least partly by the enterprises for their persons employed who either have a working contract or who benefit directly from their work for the enterprise such as unpaid family workers and casual workers. On the contrary, persons employed holding an apprenticeship or training contract must not be taken into consideration for that meaning.
