Head of Human Resources

The ETF (European Training Foundation) is seeking to recruit a Head for its Human Resources Unit.

Job profile (summary)

Reporting directly to the Head of the Administration Department, the Head of Human Resources will lead a seven-person team in the development and management of human resources (HR), including the formulation of policies appropriate to a centre of expertise and the administration of staff contracts and related rights and obligations in line with the ETF’s regulatory environment.

The ETF has installed a competence-based HR management approach, which the successful applicant will be called upon to develop and put into practice. This approach is best practice in organisations that rely on intellectual capital to bring value to their stakeholders.

Contract: Initial contract duration: three years (subject to a probation period of six months).

Remuneration

The basic monthly salary, before any deductions or allowances, is approximately € 6,600.
The salary is not subject to national taxation.

The Unit

Within the Administration Department, the Head of the HR Unit will lead a seven-person team in the development and management of human resources, including the formulation of policies appropriate to a centre of expertise and the administration of staff contracts and related rights and obligations in line with the ETF’s regulatory environment.

Key accountabilities

Reporting directly to the Head of the Administration Department, the successful candidate will be responsible for:

  • Building on social dialogue, initiating proposals and advising the senior management of the ETF on the adoption of an HR strategy and policies in line with the ETF’s mission and objectives;
  • Promoting economy, efficiency and effectiveness in the management of the Unit and its contribution to corporate initiatives and objectives;
  • Organising, supervising and monitoring the work of the Unit in the implementation of HR administration and development processes. Leading, managing and developing the members of staff of the Unit;
  • Communicating the ETF strategy, polices, rules and procedures for HR management in order to contribute to sensitive and successful social dialogue.

Selection criteria

The applicants should have an educational background including a university degree in a relevant field ideally combined with a further specialisation in HR management.

Required technical competences

§ Ability to plan and design an HR strategy and develop related HR policies;
§ Experience in dealing with broad HR management-related issues in a multicultural environment and preferably in the context of EU public administration;
§ Experience in workforce assessment and planning, as well as in staff recruitment and selection;
§ Experience in performance and competence management and development;
§ Very good knowledge1 of English;
§ Knowledge of European integration and the institutions.

Required core competences

§ Ability to plan and organise tasks and to use resources effectively and efficiently to ensure work completion while achieving targets/results and deadlines;
§ Ability to act as a leader with strong team management skills;
§ Effective communication and negotiation skills and experience of working in a multicultural environment;
§ Client/service orientation;
§ Ability to manage change under constraints and build adhesion to it.

Assets

§ Good knowledge2 of French;
§ Active membership of related professional associations and/or certification.

Eligibility criteria

To be considered eligible, applicants must satisfy the following requirements on the closing date for the submission of applications:

1. Be a national of an EU Member State;
2. Enjoy full rights as a citizen;
3. Have fulfilled any obligations imposed by law concerning military service;
4. Be physically fit to perform the duties linked to the post;
5. Have a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more and, after having obtained the university degree, at least twelve years of appropriate professional experience of which a minimum of nine years in human resources
or
have a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is three years and, after having obtained the university degree, at least thirteen years of appropriate professional experience of which a minimum of nine years in human resources;
6. Have a thorough knowledge of one of the languages of the Communities and satisfactory knowledge of another language of the Communities to the extent necessary for the performance of the duties.

Contractual conditions

The successful candidate will be offered a Temporary Agent contract, subject to a probation period of six months, for a three-year period, according to article 2(a) of the Conditions of Employment of Other Servants of the European Communities. The contract might be extended according to article 8 of the CEOS.

Selection procedure

Eligibility of candidates will be assessed according to compliance with all eligibility criteria by the closing date for the submission of applications. The Recruitment Assessment Board will assess the competences and skills of all applicants and will invite the most suitable candidates for an interview.

Interviews are expected to take place in August/September 2008 and will be held mainly in English.
Candidates invited for an interview will be asked to undergo a practical test in English and a multiple choice test to evaluate knowledge of the EU Institutions.
Please note that the Recruitment Assessment Board’s work and deliberations are strictly confidential and that any contact with the board members is strictly forbidden. References will be checked.
Upon completion of the interviews and tests, a reserve list of the most suitable candidates will be proposed to the Director by the Recruitment Assessment Board. The successful candidate will be appointed by the Director.

Prior to contract signature, the successful candidate will be asked:
- to provide original or certified copies of all relevant documents proving his/her eligibility, including an extract from his/her national police file;
- to undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved.
