Supporting education reforms and skills in the Eastern Partnership region

‘Supporting education reforms and skills in the Eastern Partnership region’ – the EaP Education Programme – is the first European Union’s regional programme focusing on education in the Eastern Partnership region. The EUR 2.5 million, three-year (2024–26) programme aims to enhance the efficiency, quality, equity, equality and relevance of education systems, and to make positive, long-lasting and sustainable changes in education in Armenia, Azerbaijan, Georgia, Moldova and Ukraine.

Improving the way education systems are managed, following international best practices, will lead to better quality education services for children and adults. By engaging with national authorities and other stakeholders, and cooperating with EU Delegations, the EaP Education Programme will ensure that the changes and improvements it recommends are put into action effectively. 

What are the programme’s key objectives?

  1. Improve the governance of the national education systems – from pre-primary to tertiary education – including vocational education and training and adult learning.
  2. Strengthen capacities in evidence-based planning, management and performance monitoring in the education sector.

A programme structured around three pillars

  1. Rapid education diagnosis – The sector-wide analysis is based on three thematic dimensions: inequalities, financing and governance.
  2. Capacity development for policy implementation – Based on the rapid education diagnosis methodology, this pillar is designed to enhance capabilities for the effective implementation of sector strategies and targeted to address the challenges identified in the countries.
  3. Training and peer learning at the regional level – Activities under this pillar are addressing common issues across the countries and complementing country-specific expertise support.

Who are the key stakeholders?

The programme is delivered in partnership with national authorities and other stakeholders and in cooperation with EU Delegations in the countries:

  • education authorities and other public bodies involved in the reform of the education sector;
  • experts and practitioners’ community, including non-governmental organisations and social partners;
  • schools, training institutions and universities, teachers and learners.
